Procedure Statement

Scope

This procedure forms part of JIBC’s Flag Display Policy (the “Policy”) and should be followed and applied in relation to the display of flags under the Policy. Terms not otherwise defined in this procedure are as defined in the Policy.

Procedures for Approval of Lowering Flags

Responsibility for ensuring that flags at JIBC campuses are flown in accordance with this procedure resides with the Vice-President, Brand, Communications & Engagement (“VPBCE”).

Position and Duration of Flags at Half-Mast
  • The position of a flag when flying at half-mast will depend on its size, the length of the flag, and its location. As a rule, the centre of a flag should be exactly halfway down the staff.
  • If a period of half-masting coincides with another occasion for which the flag should be lowered, the flags shall be first raised to full mast then lowered to half-mast.
  • The duration of half-masting will be from the date of notification of death up to and including sunset of the day of the funeral or seven days, whichever comes first.
  • On occasions requiring that one flag be half-masted, all flags together should be half-masted.
  • Flags will only be half-masted on those flagpoles fitted with halyards and pulleys.
Approval of Flags at Half-Mast
  • Instructions to half-mast the flags may be issued to JIBC by the Government of Canada or the Government of British Columbia.
  • A suggestion to half-mast flags not listed in the Policy must be brought to the President’s Office, the VPBCE, or their designates for approval.
  • Approvals to half-mast flags shall be issued by the President, the VPBCE, or their designates. 
Upon Approval of Lowering Flags
  1. When flags are approved to be lowered to half-mast, the VPBCE or designate will send a request to the Facilities Service Desk. Facilities will confirm receipt of the request to the requestor and proceed to lower the flags.
  2. The VPBCE or designate will prepare and distribute email notification to employees on behalf of the President for the reason for lowering the flags to half-mast. 
Procedures for Approval of Raising of Flags

Guest flags (e.g., PRIDE week, Every Child Matters, Moosehide Campaign, Anti-Bullying Day) may be flown in the place of the JIBC flag. Interested parties may submit a request to the President or VPBCE to approve.

Upon Approval of Raising of Flags
  1. When guest flags are approved to be raised, the VPBCE or designate will send a request to the Facilities Service Desk. Facilities will confirm the request with the requestor and proceed to raise the flags.
  2. The VPBCE or designate will prepare and distribute email notification to employees on behalf of the President on the raising of guest flags.
  3. The individual or department who submitted the request will work with BC&E to communicate the occasion to relevant parties in appropriate channels.
