The purpose of this Policy is to provide guidance on the display of flags at the Justice Institute of British Columbia (“JIBC” or the “Institute”).
The National, Provincial and JIBC flags will be displayed as follows:
- Flags shall be displayed on exterior flagpoles at campuses where facilities exist;
- the National Flag of Canada will be flown in accordance with rules stated by the Department of Canadian Heritage of the Government of Canada:
- the National Flag of Canada shall always be displayed in the position of priority;
- whenever three flags are flown, the National Flag of Canada should be in the middle;
- when two or more than three flags are flown together, the National Flag of Canada should be on the left, as seen by spectators.
- the Provincial Flag of British Columbia will be flown in accordance with rules stated by the Office of Protocol of the Government of British Columbia.
Lowering of Flags
Flags will be flown at half-mast on the following occasions:
- on the death of the Sovereign or member of the Royal Family related in the first degree to the Sovereign, or the Governor General;
- on the death of the Lieutenant-Governor, the Premier, or other person similarly honoured by the Province of British Columbia;
- on the death of the Prime Minister, or a member of the House of Commons or member of the British Columbia Legislative Assembly when that member represents a riding in which a JIBC campus is located;
- on any other similar occasion declared as a period of mourning by the Federal or Provincial Governments;
- on the death of a current employee of the Institute;
- the death of an Elder-in-Residence;
- on the death of a current member of the Board of Governors or JIBC Foundation Board of Directors; and
- on the line of duty death of a law enforcement or emergency response professional as defined in Policy 2601 Line of Duty Death.
Other occasions:
- Remembrance Day (November 11).
- National Day of Mourning (April 28).
- National Day of Remembrance for Victims of Terrorism (June 23).
- Firefighters’ National Memorial Day (second Sunday in September).
- Police and Peace Officers’ National Memorial Day (last Sunday in September).
- National Day for Truth and Reconciliation (September 30).
- National Day of Remembrance and Action on Violence Against Women (December 6).
The President retains the right to recognize other individuals or occasions through lowering of the Flags at their discretion.
Raising of Flags
Flags other than the National Flag of Canada, the Provincial Flag of British Columbia and the JIBC flag will not be considered for display without the prior approval of the President or the Vice-President, Brand, Communications & Engagement or their designates. When a flag is temporarily raised, it will take the place of the JIBC flag.
This Policy applies to all JIBC campuses where the Flags are displayed.
