PSA437 Public Sector Program Evaluation & Performance Measurement (UVIC437) 3 credits An introduction to the organizational and methodological issues involved in evaluating programs and measuring performance in public and non-profit organizations. This course offers a practical understanding of the evaluation process; including identification of key evaluation questions; constructing program logics; measuring outputs and outcomes; designing evaluations to assess program effectiveness; and qualitative evaluation. Performance measurement is treated as a complementary set of skills for measuring and reporting program and organizational results. Performance measurement-related topics focus on conceptual issues for measuring performance, design and implementation requirements and uses of performance measurement.
