Effective September 2024, the Ministry of Public Safety and Solicitor General’s Office expanded the eligibility to register into the TIP Foundations Curriculum to include organizations/individuals that fall within the Justice, Public Safety and Anti-Violence sectors (JPSAV) umbrella category but were previously outside of the five specifically defined groups of victim services/anti-violence organizations, police, corrections, Crown, and lawyers. To be eligible, registrants must meet the following 3 criteria:
1. Work/Volunteer in the Justice, Public Safety, Anti-Violence sector;
2. Work/Volunteer in British Columbia; and
3. Work/Volunteer directly with the public/victims, generally on the frontlines.
For those outside of the designated JPSAV sectors, JIBC's Centre for Counselling & Community Safety also offers a number of trauma-informed courses and programs.
As a member of the justice, public safety, and anti-violence community (JPSAV) sectors, you interact with victims/survivors and other individuals in what may be among the most difficult and vulnerable moments of their lives. To support you in that work, a foundational, cross-sector online and in-person trauma-informed practice curriculum for JPSAV sectors has been developed.
Trauma-informed practice (TIP) focuses on integrating knowledge about how people are affected by trauma into your procedures, practices and services. It does not require you to be experts in trauma or trauma treatment, but rather, it is a way of working that emphasizes safety, trustworthiness, choice, connection, collaboration, strengths, skill building, and self-care.
The curriculum is intended to provide an introduction to TIP and help you to better support victims/survivors as they move through the justice system as well as increase awareness of the ongoing impacts of this work on your own well-being.
The cross-sector nature of this course will help ensure that a consistent set of information is communicated to a broad range of JPSAV personnel and create a shared knowledge base that will allow for increased coordination and collaboration across the sectors. This shared knowledge base will provide a foundation for working with victims/survivors based on the idea of “do no harm” which ensures that victims/survivors are able to successfully engage with, stay involved with, and benefit from their interactions with the justice system.
The Trauma-Informed Practice (TIP) Foundations Curriculum is intended for those currently working or volunteering in the justice, public safety, and anti-violence community sectors (police, corrections, Crown, lawyers, and victim services and anti-violence programs) who wish to increase their knowledge, confidence, and skills to support victims/survivors of trauma through the justice system.

The TIP Foundations Online course consists of six cross-sector modules and one sector-specific module. The six cross-sector modules will cover the “Four Core Principles of TIP” which forms the basis of a “trauma lens” to help guide trauma-informed practices and procedures and introduce the “Intersectionality Wheel” as a tool for discussing the root causes of trauma, the diverse responses victims/survivors have to trauma, and what helps them move towards recovery and healing. During the course, participants will also hear from five victims/survivors about their personal experience with trauma and their interactions with the justice system. These real-life examples will help to illustrate and explain TIP principles and demonstrate to JPSAV personnel how to integrate knowledge about trauma into their own work.
Following these six cross-sector modules, learners will complete one sector-specific module that applies the earlier cross-sector learning to the specific context in which the learner works. Learners will also have the option to access the sector-specific modules from sectors other than their own if they so choose.
The TIP Foundations Facilitated course provides an opportunity to dig deeper into the foundational material from the online learning modules and further develop knowledge, confidence, and skills in working in a “trauma-informed way.” The focus is on integrating and applying knowledge about TIP in practical ways (rather than introducing new knowledge).

The TIP Foundations Online course is designed to be completed at your own pace. Each of the seven modules is comprised of information to read, learning activities such as “Knowledge Check” questions or “Reflection” questions, videos, resources and multimedia interactions. Some suggested closing activities are provided at the end of each module to help consolidate your learning.
It is anticipated that it will take approximately 1-2 hours to complete all of the content and learning activities for each of the seven modules. It is recommended that you complete the course within eight to ten weeks of beginning it (i.e., complete at least one hour per week).
Your progress through the course will be saved so you can leave and return to the course as many times as you need. The course has been optimized to be completed on desktop computers and laptops as well as on mobile devices and tablets. Please note that the following internet browsers are recommended: Firefox, Chrome or Safari.
You may register for the cross-sector one-day TIP Foundations Facilitated course at any time, however, completion of the TIP Foundations Online course is required prior to attending. Please ensure you provide yourself enough time to complete the online course prior to your selected in-person course.
The TIP Foundations Facilitated course is one-day (8:30 am to 4:00 pm) in duration and is available in both an in-person and virtual format. The focus of the course is to support practice change by reinforcing the online course content through facilitated discussions and small group scenarios. TIP does not require you to be experts in trauma, but rather to consider changes to your way of working.
The day is divided into two main sections:
In-Person sessions will be held at JIBC's New Westminster and Vancouver Island campuses. Completion of the TIP Foundations Online course is required prior to participation in the TIP Foundations Facilitated course. The course is facilitated by JIBC faculty who are experts in trauma-informed practice and it is delivered in a cross-sector format to allow for increased coordination and collaboration across justice, public safety and anti-violence community sectors.
Virtual sessions are offered through use of Blackboard Collaborate, a simple, web conferencing tool designed for use in online teaching, instructors will be able to create a virtual classroom to share presentation material and communicate with learners via synchronous audio, video and chat tools. The technology allows for interaction among participants and with instructors in real-time. This means that cross-sector collaboration can continue to be facilitated with members of justice, public safety and anti-violence sectors across the Province regardless of location.

have a camera and a microphone to access the course video tool called Collaborate. Instructions to access Collaborate are provided within the course. Participants will go through a short built-in tutorial. (For an improved learning experience, we recommend using a headset with a mic, rather than a the computer speakers and internal mic.)
The online and facilitated TIP Foundations courses are free of charge for those currently working or volunteering directly with the public/victims (generally on the frontlines) of the JPSAV sectors ( police, corrections, Crown, lawyers, and victim services and anti-violence programs).
Note: Learners from the Crown and Lawyers sectors are eligible to claim CPD credits for both the online and in-person TIP Foundations courses. When claiming for the IN PERSON (facilitated) course, be sure to select the entry marked January 1 - December 31, 2020. Where applicable, please ensure supervisory approval is obtained before registering for these courses.

Note: Completion of the online TIP Foundations course is required prior to attending the facilitated TIP Foundations course.
In order to support cross-sector representation, each class will have a designated number of seats for each sector. In-person session will be limited to 20 seats (four for each sector) at the New Westminster Campus, 15 seats (three for each sector) at the Vancouver Island Campus, and virtual sessions will be limited to 25 seats (five for each sector). If your selected date is full for your sector, please check alternative dates. Note: where there are available seats designated to a specific sector three weeks prior to the start date of the course, those seats will be made available on a first-come, first-served basis to any JPSAV member.

The impetus for this course came from British Columbia’s fifth Justice Summit, held in November 2015, which focused on a trauma-informed justice system response to victims/survivors of violent crime. The first recommendation of the Summit called for sector participants to design and deliver a common educational curriculum to create a trauma-informed justice and public safety sector. In response, with funding from the Department of Justice Canada, the Province of British Columbia undertook a five-year project to develop and implement a cross-sector trauma-informed practice curriculum for the JPSAV sectors. A cross-sector TIP Project Steering Committee with representation from Crown, Police, Corrections, Private Bar, Victim Services and Violence Against Women Programs, and, in an ex-officio capacity, the Provincial Court provides direction and oversight for the project, and a cross-sector TIP Project Working Group provides additional support.
As part of the TIP project, individuals from the JPSAV sectors in BC participated in the 2017 TIP Symposium for Justice, Public Safety and Anti-Violence Community Sectors as well as research to support TIP curriculum development. The research included an environmental scan, key informant interviews, a systematic literature review, a compilation of key resources on trauma-informed practice in the justice system, and an overview of current trauma-informed initiatives and training in each sector.
The Justice Institute of British Columbia was contracted by the project to work together with the TIP Project Steering Committee and TIP Project Working Group to develop awareness education based on findings from current research literature; lessons learned from the implementation of TIP in other jurisdictions; and ideas shared by individuals working in the justice, public safety, and anti-violence community sectors.
