Scope
This procedure forms part of JIBC’s International Education Activities policy (the “Policy”) and should be followed and applied in relation to the consideration and evaluation of proposed and existing International Education Activities under the Policy, particular those that may involve countries with a concerning Human Rights record. Terms not otherwise defined in this procedure are as defined in the Policy.
Purpose
The purpose of this procedure is to provide for a process to consider and evaluate proposed and existing International Education Activities, particularly those that may involve countries with a concerning Human Rights record.
Establishment of an International Education Activities Committee
In order to facilitate assessment of International Education Activities, the International Education Activities Committee (the “Committee”) will be established to consider and evaluate proposed and existing International Education Activities, particularly those that may involve countries with a concerning Human Rights record.
The Committee will be comprised of five (5) permanent individuals:
1. the Vice-President, Academic (or designate);
2. the Dean, Office of International Affairs (or designate);
3. the General Counsel (or designate); and
4. two (2) members of JIBC’s Program Council.
In addition to the permanent members of the Committee, the consideration and evaluation of a proposed or existing International Education Activity will include the following individuals:
1. the Dean of the division/department responsible for the proposed or existing International Education Activity; and
2. one (1) additional individual from the division/department responsible for the proposed or existing International Education Activity.
The Committee will meet at least once each quarter and at the call of the Chair. Quorum will be a simple majority of voting members of the Committee. Meetings may be conducted in-person or may utilize teleconferencing or other methods to facilitate synchronous participation. If the Chair deems it to be appropriate, Committee business may be conducted asynchronously by use of email or other methods of communication.
Terms of Reference
The terms of reference for the Committee are as follows:
1. To ensure that proposed and existing International Education Activities meet the conditions and criteria established by the Policy.
2. To ensure appropriate consultation occurs prior to the final approval of any proposed or existing International Education Activity covered by the Policy for which Human Rights considerations are likely to be a concern.
3. To advise the President with respect to the desirability of entering into International Education Activities that are proposed to be undertaken by JIBC on the basis of a contract, agreement, articulation agreement, memorandum of understanding, letter of agreement, or similar document.
4. To maintain an overview and familiarity with educational and administrative international agreements that are entered into by JIBC.
Procedures
1. The Vice-President, Academic will determine whether a proposed or existing International Education Activity should be delivered to the Committee for consideration and evaluation.
2. In the case of a proposed International Education Activity that requires consideration and evaluation, the Committee will be provided with copies of the proposal and all relevant material to allow the Committee to consider and evaluate the proposed International Education Activity. Every proposal will indicate that it has the initial approval of the appropriate Dean or Director, as applicable, and will contain a statement of goals and objectives, a clear disclosure of contemplated activities, and a budget for the proposed International Education Activity.
3. In the case of an existing International Education Activity where new information or developments require reconsideration and re-evaluation, the Committee will be provided with copies of all relevant materials to allow the Committee to consider and evaluate the existing International Education Activity. All such materials will indicate the reason and supporting information for the requested evaluation, as well as materials related to the initial commencement of the International Education Activity; all contracts and agreements related to the International Education Activity; and a clear disclosure of educational, financial and operational performance of the International Education Activity to date.
4. Administrative support will be provided through the Vice-President, Academic’s office with materials circulated one (1) week in advance of a meeting, unless the Chair has determined that a meeting will be conducted asynchronously by the use of email or other method of communication.
5. The Committee will consider and evaluate each proposed or existing International Education Activity and will recommend approval, modification or rejection to the President.
6. Minutes of Committee meetings will be circulated in a timely manner to Committee members. Copies of minutes of Committee meeting, as well as International Education Activity contracts and agreements, will be provided to the Office of International Affairs where they will be retained in accordance with JIBC’s records management policy.
