Procedure Statement

Scope

This procedure forms part of JIBC’s Program Completion and Credentials Policy (the “Policy”) and should be followed and applied in relation to awarding Credentials and issuing Program documents under the Policy. Terms not otherwise defined in this procedure are as defined in the Policy.

Procedural Guiding Principles

  • JIBC Credentials must be comprised of courses that meet the criteria for Instructional Activity, as per the Instructional Activity – Quick Reference.
  • JIBC Credentialed Programs must align with the types of Credentials listed in the Policy.
  • JIBC Credentials should align with the credential type definitions established by the Ministry, and must be approved by the Board.

Issuing Parchments & Documents

The Registrar’s Office prepares all parchments and documents attesting to Program completion. Parchments for Credentialed Programs and Honorary Degrees are signed by the Registrar and the President, and conferred at convocation as per the Policy. For programs not included in convocation, parchments and documents are signed by the Dean and issued monthly.

  1. The Registrar’s Office runs reports monthly and consults with program areas to identify students who have completed their programs of studies.
  2. The Registrar’s office updates program statuses on the student’s official transcript.
  3. The Registrar’s office prints Program parchments and documents, and arranges for appropriate signatures.

Nomenclature

  • JIBC will follow the protocols described by the B.C. Degree Quality Assessment Board in “Guidelines on Naming of Degrees” for all credential types.
  • Credentials will be identified before any areas of specialization.
  • Program names will follow the guidelines established by JIBC’s Student Information System for displaying on official transcripts.
  • Where appropriate, the program name will be followed by a colon, then the field of study, e.g. Certificate in Conflict Resolution: Negotiation.
  • Program names will use ampersands (&) in lieu of the word “and,” e.g. Bachelor of Emergency & Security Management Studies.

Rescinding Credentials

Process

Upon receiving information regarding the possibility of academic misconduct or fraud involved in meeting the credential requirements and, consequently, the awarding of the credential, the Institute will conduct an investigation as per Policy 3207 Student Academic Integrity. If the investigation results in a recommendation to rescind a credential, and the President supports the recommendation, it will be forward to the Board for final determination. Only the Board has the power to rescind a credential.

Transcript Notation

A recommendation to rescind a credential, once reviewed and approved by the Board, will result in a notation on the student’s transcript that the credential is rescinded including the date that the recommendation to rescind the credential came into effect. If, at some later date, the student is admitted and subsequently completes the credential requirements, the initial notation stating that the credential was conferred will be removed from the transcript as well as the notation that the credential was rescinded. These notations will be replaced with the new date on which the credential was conferred.
